Cub Loboy Streering wheel removal

I am trying to remove the steering wheel from a 154 Loboy in order to rebuild the dash panel. I am having a tough time with the steering wheel. It looks like the wheel is threaded on the shaft in the column. Naturally, it is frozen.
Does anyone know if the wheel does screw off or should I use a 3 jaw puller??
