There is no screen on a 9N, but you could have sludge built up in the bottom of the casing around the pump. If you are planning to remove the top cover be sure and remove the side plates and reach in and disconnect the dual linkage from the control valve or you could break the control valve T connector off.
What kind of oil do you havve in the tractor? Since you will have the side plates off look inside and make sure that the spring is still connected from the front of the cylinder to the dual linkage. This spring usually breaks and falls down causing control problems.
