Presuming the old carb has no plastic parts, I've found Strip-Eze (or other methylene chloride-based paint stripper) works better than anything. Simply paint the stuff all over the disassembled carb parts. Wait a half hour or so for it to soften the varnish, then wash everything off in kerosene or hot, soapy water.

Just make sure there's no plastic floats, rubber diaphragms, etc. in the carb - they'll melt IMMEDIATELY on contact with methylene chloride.
