The govenor is activated by the rod from the quadrant to an arm that is connected to the lower[shorter arm] on the govenor. The longer arm which is spring loaded goes from the govenor to the carburetor. The engine speed is set by the throttle control and when the engine is started the weights in the gov will exert force to the throttle arm. Usually a faulty gov will be unable to maintain a constant engine speed. If the gov requires a rebuild the internal center is available and if needed I will send detailed rebuild instructions.
