Theres a few things you can try that may work. Fill those 2 cylinders with tranny fluid and then turn the engine just enough to get some fluid out the intake. Stop let it sit a day or 2 then spin it over more. Be sure to keep the plugs in so it will force the fluid up and into the valves. You may still have to pull the valve cover so you can turn the valves some to free them up but you stand a good chance they will pop free. BTDT many times on a lot of tractor I get that are locked up and most have valve that stick. If at any point it hydro locks on you pull the plugs out and stand back because it could shower you with tranny fluid also BTDT and a tranny fluid shower is not fun
