Remove the rust and paint and use a rust protectant such as Must For Rust from Home Depot $, or Picklex 20 $$$. These are mild rust converters more suited to protecting the metal until painting, usually last for months if kept dry. I do not like cheap rattle can primer under good paint, may not be compatible with the topcoat and should be removed before painting anyway. The excess Picklex or MFR residue can be removed with a scotchbrite pad and treated with wax and grease remover before painting. If methylene chloride in paint strippers bothers you, wear a charcoal mask, and immediately wash off any that gets on your skin.
