Use epoxy primer, you won't regret it. I cannot absolutely say that it will be compatible, but if I were in your situation I would have no hesitation about using it. And, I don't necessarily agree that you should use cheap paint on a working tractor. The automotive paints are much more durable than the commonly used alkyd enamel in such situations. But, no paint is scratch resistant. If you do a good job now, chances are that when it does parade duty all you will need to do is scuff the paint and give it another couple of coats. One other thing, if the New Holland paint is the same as the Case-IH paint (it may not be), it is an acrylic modified alkyd enamel, which is better than the average tractor paint, not as good as the urethanes, but it may be good enough.
