If the carb fuel bowl is empty the the float is down and sediment bowl will fill.
Take the sediment bowl apart and remove the gasket. Now put the glass bowl up against the housing and try rocking it. It it rocks oppsite the bail, the housing is warped probably from someone overtightening it, probably with his pliers. If the housing is warped you might as well throw it away. You should be able to buy an new one at your local farm supply store. When I restore a tractor I don't mess with them, just replace it. You don't and fuel runs all over your new paint.
