Once you get it out of the tractor you will have to take the front end cover off and with the armature pushed back so you can hold the brushes back and get them all four over the communtator of the armature.
There is a trick that I learned years ago where you can pull each brush out of it's holder far enough that you can make the spring fall over the side of the brush and press against the side of each brush to hold them in place so you can install the end plate, then you can just push the brushes down and the springs will snap over the ends of the brushes to hold them against the armature communtator.
