A 2000 PSI gauge is a little skimpy - I would suggest a 3000 or better yet 5000 PSI gauge. Normal system pressure is likely 1500 PSI MINIMUM and quite possibly in the 2500 PSI range. First test is the pump output pressure. Isolate that piece of the circuit from the rest of the system when running the test but be sure you still have some form of over pressure protection in the circuit. One of the work circuit ports feeding that cylinder would probably be the simplest place - just connect the gauge in place of one of the cylinder hoses. Cap or plug the disconnected hose to prevent getting a hot hydraulic oil shower should you inadvertently operate the valve in the wrong direction!!!! If you get 1500 PSI or greater there the cylinder is suspect. If not the pump/valve is not working properly.
