Those screws are what holds the plate securely to the rod.
Remove the screws, then with needlenose pliers, reach in the choke throat, and from the air horn, remove the plate and flap as a unit.(may have to tug on it, while moving the flap back and forth.
Once ya do that the choke return spring has to be taken off, slipped off the choke rod arm, and then the rod should slide out of the rod hole.
Try not to loose the little flap spring for the flap. You will have to have that to re-install the choke plate , to the new choke rod!!!!!

Just follow those instructions and you should not have any problems.
