I can verify that '37/'38 Ford car rims do NOT fit 9N/2N hubs. What DOES work is a '37/'38 car rim on a '37/'38 car hub on a 9N/2N spindle.
Here is a 19" 9N rim and a 16" Ford car rim side-by-side on Ford car hubs:
These hubs came to me with the car rims on a 1944 2N. Notice that the car hubs look just like 9N/2N tractor hubs. But on closer inspection it is found that the car hub has a 10.5" bolt circle while the tractor rim has an 11.25" bolt circle.

And here is what happens when you try to put a tractor rim on a car hub. A similar discrepancy (in reverse) will be encountered if you try to put a car rim on a tractor hub.
Here is one man's solution. I don't have any idea where these hubs came from, but they look pretty tuff! And the car rims fit!
