I can help you with that question working for Eska Co. during production of the H pedal tractor. The first 50 of 100 with the Firestone tires were assembled with no holes drilled for cotter pin on front post axle and rear axle. Also ends of pedal crank were not threaded for hex nut end caps. Original plans for the H were designed for no holes using a flanged cap to secure the rims and rounded dome caps similar to the type used till mid 60's for the solid rubber pedals then changed after first 50 cast of the Firestone - International Harvester contract for cotter key and hex nut end caps till end of production of the all Eska H in late 1950. The tractor you have is very rare as I have not heard anything on this tractor with no holes in many many years. The value would be more than the red generic (which were to be the John Deere A) pedal tractor. Hope you find this information helpful.
