John Derre model 70 gas=Help Clooney

I set the dogs on the weights behind the sleeve collar. So that the sleeve travels back and forth. There are two shoulders on the governor sleeve, does the bearing slide free on the sleeve? Mine seems to hangup on the first shoulder, that is just part of the bearing.Does part of the bearing get seated on the shoulder? When i took the governor apart, part of the bearing was about half way on the shoulder. this sleeve is new but i may be ruined it by having dogs on the wrong side of the sleeve? I don't get enough travel in the governor arm, to set up the linkage to the carb. By setting the carb rod a hole short of the governor with the throttle open. Also when i assenble the governor it seems to push the snaping out of the seat at the drive gear. I checked at john deere, they can't get me a governor shaft, Is there an outlet where i can purchase a new one? So bare with me on this. i live in Alaska and info and parts are hard to come by. thanks, Pop
