I think you should post pictures of the lower end of the shifter lever...it may be worn as well..
You can tell if the "Detents" are operational by just moving the forks back and forth.. Each Shifting Fork will find one spot (each way) that it will drop into and not want to move from..that is what the "Detents DO"... I am not so sure there are any detents on the "High/Low" fork..
Someone here should be able to give you reasonable wear limits for these parts..
