'48 B Hard to Steer

OK, I've done all I can think of, so now I'll see if some of the experts on this board might have an answer. Had steering troubles with this B before. Pedistal had been broken where the steering shaft goes into the top of the pedistal. Someone had done some "creative welding" to fix it. Thought this was the problem. I got another pedistal, upgrading from a "regular" front end to a roll-a-matic. Also purchased with the pedistal the original steering shaft so that the worm gear would be worn in the same places as the sector gear. Checked numbers on worm gear and sector gear, and they are a matched set. Both worm gear and sector gear showed very little signs of wear. Also, eccentric bushing was checked and it, too showed very little wear. Installed the pedistal and steering shaft. Went through all the steps outlined in the service manual. Checked for vertical movement. Checked for steering shaft end play and shimmed accordingly. Adjusted eccentric bushing according to the book. Greased the lower bushing at the grease zerk. Put a mixture of gun grease and gear oil in the upper gear box.
The tractor will drive out just fine if you are just parading it around, but when you are working it and need to make a hard turn either direction, such as making a square corner when mowing, or looping back on a windrow when raking hay, the steering will seem to hang in the turned position, and you have to manhandle it back to straight ahead. I have gone through and added shim gaskets to the front bearing housing, moved the eccentric bushing to every position that it has that does not bind the worm gear, and there seems to be no difference. Right now the steering is very sloppy due to my attempts to correct this problem, and you get a real good shakedown when going down the road. Also want to mention that the front wheels are set close together. I know that if they are turned around so that they are farther apart, this will cause it to be hard to steer. I have driven other tractors without power steering, and with the exception of my dad's Farmall M with a loader, have not had this kind of trouble. If you have lasted through this long post, what, if anything can you all think of that might fix this problem.
