I had a model A that did that. Was able to work through the top access hole and the LH side bear hole and the LH gov. housing cover hole and got the old bolts out and installed new ones with loctite and a new lock plate and never had to pull the cam. The bolts pieces are likely loose in the holes as being loose is what lead to this problem. Give it a try and if all else you can always tear more apart if needed.
