JD 111 won't pick up load cold

My old JD 111, vertical shaft single cylinder Briggs, just won't pick up load until the engine is thoroughly warmed up. Spark looks good. I've thoroughly gone through the carb - several times!. Put in a new throttle shaft but the holes are a bit egg shaped so I washered the ends - no binding but shouldn't leak much now. Raising the float level seemed to help a bit. When it dies while trying to pick up load, it's a bugger to start again. It seems flooded. Air filter is OK. Control rod from governor to throttle seems to be moving OK and it's compression is OK. Anybody experienced this same thing? Got any more ideas. Snow blowing time approaches!
