From your description it appears that you are describing the float/needle valve clip. This attaches the float arm near the pivot to the needle valve such that the needle is much less likely to stick closed. It is especially important when modern gasoline and/or Stabil is used in a carburetor with a Viton tipped needle valve.
The small U clips around the groove in the needle valve opposite the tapered end, while one side of the larger U slips over the float arm.
