Pull off the side plate and with the engine running and the pto engaged, look for leaks from the lift cylinder. Look for turbulence around the rear of the pump and noise. If you see that, your relief valve maybe stuck open. Next move the lift lever up and down and watch for the response of the control fork( an "H" shaped assembly hanging nearly verticle). The lower end should move forward when you lift the lever up and rearward when you move the lever down.(UNDER NO CIRCUMSTANCES STICK YOUR HANDS INTO THE HYDRAULIC COMPARTMENT WITH THE ENGINE RUNNING!) If you see that motion but the lift arms don"t move, shut down the engine, reach into the oil and make sure the control fork is on the control valve ateem. It"s "T" shaped and the ends of the "T" fit into the ends of the control fork. If they are connected, try moving the control valve in and out to see if it"s sticky.
