I agree with phil. First check to make sure that you hae the requisite FAT, BLUISH-WHITE SPARK, the color of lightning. You can make a tester outof any old spark plug by gapping it to about 3/16-1/4" and putting it at the end of any spark plug wire and holding in near a good ground. If it jumps that gap with authority and is the color of lightning, that"s good. Next check your initial timing with a timing light and make sure that"s per the Spec for your Standard engine. Also check the centrifugal advance to make that is operating smoothly with increasing rpm and decreasing rpm. The advance mechanisms can get sticky due to oil, rust, dirt etc. Since you can only achieve 1200 rpm, you need to check and possiblty adjust the governor linkage. You"ll need the manual for this. I doubt your carburetor is the problem so don"t mess with it yet. Do these things systematically and you find the problem. Let us know what you find.
