Have you tried to get it to fire on ether or something similar? if it fires, then it most likely a carb problem. and since you dont get wet plugs with full choke, I would think there is something blocking the fuel passages in your carb. The choke spring you have to find on an other carb. I had troubles with the old carb on mine, and ended up buying a brand new one, "Zenith" have started to make them again, so if you cant fix yours, or find a good used one thats the simple fix, worked wonders for me
