If it only turns over good a few times that could be part of the problem. You could pull a couple good batteries out of something else to throw in it, hook them in series and it will zip right over. Then if it doesn't start, you know you have other problems.
Today's fuel will dry out in the fuel system if it was open. Had to have the pump for a Ferd backhoe gone through because of it.
Just don't run it long with 24 volts to the system. But it will run without batteries, just pop the ground cable.
Try pumping the hand pump while you crank it. Toss a set of filters on it, it could have algae as well.
