If the system is not staying on high pressure your teledepth valve is centered . However, it can very well be off center with both levers, input and out put unhooked. Normally when this is done a lock out screw is used in the cover of the valve. Some one may have modified the teledepth valve internally to keep it permanently centered. This was done when a mounted picker was on tractor to lock out the hitch and keep system in neutral. It is normal for system to go on demand with a slight movement of lever as the regulating land on the spool uncovers the passage to regulator valve and more fluid escapes than can be supplied through the orfice screen but spool has not moved far enough to divert fluid to raise ports. The single action setting on the valve is configured so as when you move the lever in the direction to lower a single action cyl, an extended portion of the land on valve spool keeps the regulator passage covered and only uncovers it when valve is moved in opposite direction to raise position.
