take off the valve cover to see if the valves are coming all the way up.If they look like they are, loosen the rockers and put air pressure into the cylinder.This can be done with a good rubber tipped air gun or a fitting that goes into the spark plug hole.You can make one from an old spark plug or buy one from an auto parts store.Be careful as you are putting air in the cylinder because the engine will turn over part of a revolution,put tractor in neutral.If any air comes out of the carb or exhaust,you have a valve problem.
