Hello, a JD 410b has a "closed center" hyd system. so the main pump builds up too stand by pressure. not sure on the spec but it should be over 2000 psi then the pump destrokes and uses no engine power.so if you are laboring at an idle then you are using oil or you have a internal leak. I don't know the history of the machine. but there is a priotity valve that peels off oil for the steering than the rest goes to the BH and loader valves. If there was a problem in the priorty valve or steering valve it could cause what you are discribing. from what you said about the steering I would start there. you could cap the supply line to the steering valve and see if the engine labors. as far as no power in 3rd or 4th. that machine has a tourque converter so the oil quality and the filter and suction screen are very important. if you have any water or foaming of the oil you will have no power.
