Friction disc: brake vs clutch difference??

I need to repair a wheel horse pto clutch, it's a 6 3/4" friction disc riveted to an iron plate. It seems the repair kit is not available and $50 seem like a lot when all I need is the friction material. I plan to go to a clutch shop first and if they can't help I'll try the brake shop. Is there a lot of difference in the materials used in brake vs clutch?
 
I don't think there's much if any difference. If it's like mine it's a simple mechanical clutch so it should be easy to rebuild it.
 
My gut feeling is you need to stay with clutch friction material.

A brakes only function is to turn motion into heat, it takes a lot of pressure between the hard friction material and the drum / rotor to get enough grip. A brake is designed to run as much as red hot on a regular basis if used hard.

Clutch material is soft and is designed to give maximum grip with minimum pressure. Clutch friction material is soft with a lot of grip.
a clutch friction material normally only needs to stand a few hundred degrees of friction heat at worst and normally sees very little heat.
