OT: MN green acres change. again////???LONG, help!

Does any on eknow what the last passed and signed changes last week were for green acres? We are having aheck of a time with a farm I rent that has 32 acres tillable that I will crop, and will have about 30 acres of pasture(low land and higher ground). The land owner was told his representative that it goes back to the way it was before the changes in 08 or 09(?), and that a "farm" is a farm, and the acres owned at that farm would all qualify for green acres, including wasteland, or in this case the pasture land, which hasnt been used for years. She even told the landowner that if he wanted he could return the fencing supplies he bought, if he chose not to fence it in. It is an 80 acre farm on which the land owner lives, I was going to bring my tamest bred cows over there for the summer months in this pasture, so the land qualified for green acres based on the previous changes. This is still in the plan, as pasture is pasture, I need it. Well, the county assesor is saying that there has to be 18 cows on this pasture, even after telling him what the representative, who was an author of the law, which Dayton signed, said wasnt the case as long as the farm has 10 acre min tillable and made $10 per acre income. The landowner stated to this county assesor that the tillable is rented out, and that the pasture would be rented out(by me), the county guy still says that there has to be 18 cows, and have to show a profit. Getting frustrating as I dont have 18 cows, I have 13, and the pasture will not sustain 18 cows. Any one have the scoop on what the law now is? Sure can tell the county guy wasnt a farmer as you can never gaurantee a certain amount of profit. good years, bad years, if it is rented out, isnt that a profit for the landowner?
 
I haven't had to deal with that law, but it was better for landowners thanthe last year or 2, so that's good news.

Sounds like the fella is confusing the 2 different ones, on the pasture deal. If you are paying rent on the pasture, shouldn't matter how many creatures are on it.

As well, is he confusing 'animal units' with actual animals? Cows are what, 1.2 or 1.4 AU, so your 13 would get pretty close....
