I have no idea what this thing is?
It is just getting rusty at the neighbor's house.

Is the output from the gearbox straight out the bottom? Some kind of cutter there? I assume it was NOT meant to engage the ground? Some type of "topper" maybe, as in sugar beets?
 
I believe it's a rotary "terracer." If memory serves, there is a unique name for it but I cannot remember it at this time.

If it's what I think it is, there is a very short "auger" driven by the gearbox. The "auger engages loose ground and throws the dirt to one side to create a small "terrace."

It throws dirt to the side to help develop a Terrace.It's universally called a Whirlwind Terracer and first you plow with a mold board plow several passes back and forth and then use this machine to throw the loosened dirt up hill to raise the terrace. Takes lots of know how and good machinery operation to work but will do a presentable job in the end. Helps to control soil erosion.Sorry for the blurry picture. JH

Very interesting. I thought it looked rather rugged. It would be very interesting to see the business end of it. Our stones would be pretty tough on it.
