fuel filter issue

Just had the head off (and skimmed + valves redone) on my chore tractor, it"s got a Cummins 5.9. The fuel filter assembly is bolted onto the head and fuel enters the head casting and then the filter housing... anyway, had to take the filter housing off, and now having put everything back together with new O-rings the filters are only half filling with fuel...

Anyone got any ideas? It"s got me stumped. When you open the bleed screws on the filer housing and the injection pump, both run clear with no air bubbles, but the filters aren"t full. And if you undo the filter you can hear the hiss of air escaping (not sure if the air is going in or out).

Any help would be great!

You just have the filters air locked. They usually will work the air out when you run the engine. If you want to fix it you just loosen the filter bolt a little as you pressurize it with the primer pump. It will push the air out.
