O.T. Hitch Covers

Just wonder about hitch covers. I have a new Chevy and bought a hitch cover and it does mount flush to the hitch. It sticks out about 1/2 or so. I also have that same problem on my ford. Is this normal on the after market cover?

All of them I have ever seen do. I use the rubber ones so that when I back my hitch against a loading dock, etc. it does not break.
