I haven't thought much about the function of a three point hitch. I have a JD 97 compact and I built a receiver for a trailer ball to be fitted to the 3 point. This is to be used to haul my boat/trailer a few hundred feet. There are hills.
Here's the question...will the 3 point raise up when the weight of the boat transfers to the rear on a hill? Or...will the 3 point stay put and only raise up if I raise it with the lever. I have to cross a street and right away, there is a hill and the tractor will hit the hill before the boat thus shifting the weight off the ball/receiver and the 3 pt. Do I need to chain the 3 point down so it doesn't go up?
I suppose I could go out to the barn and put a car jack under it and find out but it's blowing snow horizontally. I rather ask here from my laptop and recliner.
 
You'll be fine. The 3 pt will not move until you move the lever. You may be able to lift the 3 pt by hand...some tractors you can, but the weight of the trailer tongue will keep er down.
 
I think what he's referring to is when the weight shifts, and there is negative weight on the tongue. Yes, it will lift. In that type of situation, best to mount a ball on the drawbar- its not going anywhere!
 
Depending on how your hitch is attached to the 3-point, you MIGHT be able to use a set of stationary bars as used on the old Fords and Fergusons.
 
It sounds to me like you need to move the axle back on the trailer, you should always have some tongue weight, regardless of incline. Another option would be to move the winch support forward. Most boat trailers are adjustable so they can fit different boats. I use our JD4600 all the time with a hitch on the 3 point because I don't have to get off to hook up, just back the ball under the coupler and lift. All our trailers have some tongue weight. This is just for around our flat yard, to go on a public road I get off and latch it.
