cat 3208 starter? relay? ignition?

Hi all,
I sure hope someone here can help shed some light on this...

I have a cat 3208 in an old rv. I tried to
start it in the cold and when it wouldn't start, I turned the key off but it just kept going - the starter was going and turning over the engine.

I ran out to disconnect the batteries and while I was doing that the engine quit turning over, but the starter kept going.

That's what it's doing now if I reconnect the batteries the starter makes noise but does not turn over the engine. This is with the ignition off.

I disconnected what I thought was the starter relay or maybe an ignition relay, but I get no change if I connect the battery - still the starter makes noise, but no engine turning over - and ignition still off.

Something froze and now is delivering power to the starter regardless of relay or ignition? Don't know. Do you think I need a new starter? Is the relay located right on the starter assembly?

Put a charger on the batteries, get them charged up, voltage is low. Tap the starter with a hammer to disengage it. Keep the hammer handy if it sticks again.
 
Many of the older trucks (mid 1980s and older) had a 24 volt starter on them. I don"t mean a 24 volt system. The starter was the only thing that saw 24 volts. The starter solenoid had two terminals side by side. One positive cable ran from each battery. These solenoids would stick in when they where cranked with low voltage. Like the others have stated charge the batteries up. The hook up your cables and hit the starter with a hammer it should stop. If not then you are going to have to remove the starter and replace the solenoid. It is a sucky job on those older engine too.
 
With the heavy load from the cold engine and probably low batteries you have welded the starter solenoid contacts. You may get lucky by tapping the starter,but it will only be a matter of time til they stick again.
