GOOGLE HOOF Governor. They are no part of Pierce Governor and there's LOTS of place to buy them. It shouldn't be too tough to adapt a "Pierce Universal Governor" to your application.

A scrapped older combine or windrower with a water-cooled gas engine will have a governor of that type, as well.
