f-20 with a starter

I have an F-20 that i just put a starter housing and flywheel on but when i put the starter in the housing and try to turn it over the gear does not engage all the way and wont turn the tractor over. I thought it was because it had to much compression so i took the plugs out and it still won"t turn it over. Is there anyway to shim these starters or any way to tell if I have the wrong starter there was not tag on it, it just had F-20 wrote on it in black sharpy.
 
I am kind of confused? You say it doesn't engage all the way, but then you removed the plugs. What is the starter doing? Do you hear it grinding and spinning over (truly not engaging the flywheel)? Or does it actually engage and you just hear an electrical hum (problems with the motor or wiring). Did you check you electrical connections and ground? The starter motor may be weak and need a rebuild. Also can you turn it over with the hand crank?
 
well ya, you gotta have a matching starter to the ring gear. that is the first thing that is required that you know if the starter meshes with the ring gear.bench test the starter to see if its spinning fast enough and the bendix is flying out.gotta see if you have clearance in the two gears. if too tight it will just bind up.
 
If its not meshing with the flywheel teeth , you may be able to replace the starter drive with a smaller diameter gear , or with less teeth . Most starters will take a number of different drives...
