Water in oil

I have discovered water in the hyd oil (because it is frozen) of the loader of my Oliver 550. I can get it warmed and change out the old oil thats in the tank for some fresh oil, but I'm wondering how to get all the oil out, or maybe the oil in the cylinders hasn't mixed with the milky oil in the tank. How do I empty the cylinders, with down pressure?

When I bought my new to me 480E Case backhoe, It had set outside and the wiper seals on all the cylinders were all cracked, and I guess it had set long enough the water had separated and when I checked it before I bought it I never caught it. I started putting in new cylinder kits. I took of a hose and pumped all the oil into a barrel.(as soon as it jerked I quit) then I would fill it up then do it again, I used 55 gal of hyd oil. I've used it hard for 5 yrs now and the hyd pump is still good.
