Broken Dual Lugs

Guys I have an 1850 Oliver thats new to me and I want to put duals on. It has 2 sided dual hubs, but there are 3 old lugs broke off in the dual hub on one side. Have you guys ran into this? They aren't coming out with heat, extractors, etc. Do I drill them out and use regular grade 8 bolts? It already has 2 more holes with no threads left in the hole? Use as many proper lugs as i can and drill/bolt the rest and run it?
 
If it has 2 shot holes, and 3 more that will be questionable, I think I'd be watching for a replacement hub? Should be able to find from Worthington or the like salvage.

Friend had his drilled out & retapped a size bigger on his IHC, they still turn loose for him so put a lock nut on the back side of a longer wheel bolt.

If it goes on a tappered wheel hole, I would _not_ use a standard gr 8 bolt, but get whatever size tappered head wheel bolt you need. No good comes from using non-tappered bolt heads on a tappered wheel hole......

It's never cheap or easy, is it? :)
