Clark skidder

My buddy has a Clark skidder that has a Detroit in it. I think it is a 353t. The problem is it ran out power so they changed the filters and that didn't work then they changed the fuel pump and that didn't help either. Someone told him that the shaft wears in the governor so he took it out and had a shaft put in it and now it wont start at all. Does the governor have to be timed. I don't work on a lot of detroits so i don't know. He has fuel up to the filters and it runs on ether. Any help would be appreciated.
 
It is a good thing it did not start after he messed with the governors. On these older Detroits. They have to have the governor rack set after any work done on the governor/injectors. If that rack is not set correctly it may run off. I saw a brand new rebuild take off over speeding. The mechanic had not put the emergency kill back on it yet as he wanted to run it a little and then recheck the valves and rack adjustment. He slammed a service manual over the turbo inlet. It kept running and sucked the turbo seals out and ran on the engine oil. It finally locked up after about five minutes of running. He got to pull the whole engine and start over.
If you don"t have experience working on these engine get a good service manual on the motor and go through the setting step by step. When you do start it have someone setting in it ready to kill it with the transmission if something goes wrong.
 
I agree with two other posters. Check the blower and get some profesional help on the governor. Or get the book and go "to school" Hope they did not mess with the buffer or shim pack. Also some have a drive pin on the fuel transpher pump either that or the pump could be bad!!!! Some skidder the pump is on the governor. When (if) it starts take the valve cover off and cut out the injectors with screwdriver and you will locate a failed cylinder. Also if they messed with the fuel rack/ helixes, god help you.
