no start without prime

I have a 5hp tiller that won't start hot or cold with choke or without unless I prime the carb with a few drops of fuel. The diaphragm, spring and both pick-up tubes are new. Once started it runs fine and pulls well. But if shut off it still needs a prime to restart. This is a choke type carb, not a primer bulb type. I'm thinkimg that maybe there isn't enough vacuum with the pull stater, but the gasket to the head is also new. Since the PCV tube goes in above the choke plate I'm stumped. Any help gratefully recieved, cheers, Greg
 
If it sits at a radical angle when at rest, try setting it fairly level.
Make sure the choke actually closes when it is put on choke. Some times the system holding the air cleaner bind the plate, and prevent full closing.

You didn't specify the brand of engine, but if it is a Briggs with the plastic pick-up tube that sticks down into the fuel tank that tube may be split/cracked/leaking where it meets the carburetor body.
 
Valve stems are sticking in the guides.

Run some Marvel Mystery oil thru the fuel and it'll clean the varnish off of 'em.

If it is an older Briggs engine then I would say the diaphram in the carb is bad. If it is the type where the carb. is bolted right to the gas tank. They dry out and cost about fifty cents to replace.
