What is the purpose, or intended use, of Landscape Timbers that are labeled "Not Suitable For Ground Contact" ?

I believe that they are designed to hover in the air and emit a quiet
humming sound. This is intended to promote tranquility and
happy thoughts.

That's a good question. I never thought about that. Maybe blocking up the tractor when you move wheels from side to side. Or blocking up the back of the trailer when you are unloading the Steam engine so you don't lift the truck wheels off the ground causing it to roll down the grade tipping the steamer on its side like happened here a few years ago.

Can't be used as posts. They get minimal pressure treating and will last 5-10 years laying on the ground as a border, but will rot off in 1-2 years if planted as a post

That's the way the manufacturer avoids having to warranty
them. I use them as fence posts, because they're cheap, I
do treat them so they won't rot as fast.

Many aren't even pine. The plant I know of makes them out of popple which as most know will rot in a year.

This is a little off the subject, but I read about a deck builder that recommended buying 10'-4x4's instead of 8 footers. He said the 8 footers mostly were made from the remnants of plywood bolts, and the the center of the log was the lowest quality wood. He said the 10 footers were out of saw logs and were a better material.

Lots of them used for above grade work on patios, etc. Sit them on a patio block and go from there...
Pine is pretty well worthless in an exposed environment anyway. If you want something that will last in the ground you want hemlock or juniper.
