international 404

i am working on a 404 for a friend i replaced hyd pump the hyd oil looked to have a lot of water (milky looking). i cleaned out the resavoir and all the line the filter and pump added new oil and the oil is still milky. is it posible the water is get in the oil from engine? or some other reason
 
Hydraulic oil with air in it will look milky too. Take a small sample and put it in a glass jar. Put that in a pan of water and heat it up. the air or water will saperate with heat. When the oil is clear let it cool down and look in the jar to see if you have any water there or not. If you just had air then you have leak in the system that is allowing air in. Usually the suction lines or tubes.
 
I have never managed to clear all the water out of a hydraulic system with only one oil change. There is always a little bit hiding out somewhere that didn't really get drained. In the 404 there is some in the power steering circuits if it has power steering, in the three point hitch, in little pockets in the trans case that don't drain completely. It doesn't take much contaminated oil to make the new oil look pretty bad. Unless you disassembled the whole system and pressure washed the trans case, there is a good chance that left over contamination is your problem.
