JD M, MT Hydraulic pump

I just overhauled a JD MT Hydraulic pump with new bearing and seal and it is very stiff to turn through. Is this normal? Doesn't seem to spin as freely as say the engine oil pump. I have disassembled and check too many times to count and cannot find anything binding or possibly left out or in the wrong place. Only time it seems to turn more freely is before I tighten down the cap screws. I have all the rubber seals between the pump housing parts in coreectly etc. Are they supposed to be stiff to turn through?
 
On some really old, 1940s-1950s Vickers vane
pumps the overhaul instructions state to do a
final torque of the pump,(to mfrs specs) when
the pump is running. I know that this is not
possible on an internally mounted tractor pump,
but just a thought.
