running rough after rebuild.

I noticed that when I rotate the distributor back it runs better but still misses. am I 1 tooth off? and if so when I pull the distributor should I rotate the shaft toward the rear 1 tooth or toward the front of the tractor 1 tooth? it just has no high revs and is running a little rough at idle( 500 rpm's). any help from you guy's would be great. thank's trevor
 
Trevor, the "N"'s have some design features that are not exactly mainstream for it's era.

#1 cylinder at top-dead center. Install distributor with rotor pointing to #1 spark plug wire. Distributor should have room to be rotated both clockwise and counter clockwise as needed. This is assuming the cap is wired correctly and the #1 cylinder is on the compression stroke, not exhaust stroke.
