Engine Flooding

I have a 1949 Farmall C. It floods when trying to start even if not choking. The carb has been rebuild 2 times. What can i do to fix this problem.
 
I would suspect that your float is draging on the side of the carburetor, preventing it from rising to stop the gas flow. I had one that the float was too tight on the rod that it pivots on. Secondly, see that your air cleaner is clean and free of obstructions.
 
You said it floods when you try to start it, not when the gas is turned on. If it was carb problem, it would flood by itself. I would look at spark plugs, and get something other than Champions. Autolites are good. Your spark test should be about 3/4 inch of blue fire. Gasoline should be reasonably fresh.
 
The choke isn't connected to my 1950 IH C. I set the throttle to an idle and it starts all the time on the first or second crank of the engine. If gas isn't running out the carb when it's not running, I would say the float and needle is doing it's job. Are you aware the fuel adjustment screw is backward? Turn the jet all the way in for rich and all the way out is lean? I have mine all the way out and my plugs are like new. When I purchased the tractor, the jet was all the way in and the plugs were all black carbon. LOL Hope this helps. George
