Powershift Transmission Flyballs

I am working on an Allis 7000 black belly with a 3spd powershift. I had the valve assembly off last week to clean it out and was testing the clutch packs with air while I had it out. I noticed 2 of the 3 clutch packs leaked a lot of air out of the drain holes in the housing at the flyballs in the housings. These two clutch packs also have trouble building pressure up at low RPMs and cause the "Transmission Pressure above 1800 rpm Warning" light to stay lit right up to 1800 rpms. Also, one of the clutch packs that leaked air through this flyball hole will intermitently not engage and I will have to shift back into 2nd range and then back into 3rd range (the clutch that is having trouble engaging) and it will usually engage completely. I was wondering if this sounds like I have flyballs that aren't seating and are realeasing the pressure from behind the clutch piston of if I have another problem. The valve body had a lot of fine grit build up, so I am guessing that the previous owner didn't really maintain the transmission very well.

Yeah, I hadn't heard of them until I started working on this thing. They are designed to release fluid from the clutches when that clutch is disengaged, as centrifigal force would hold it in otherwise and not allow the clutch to disengage, but they aren't supposed to let fluid out when the clutch is engaged from my understanding.

That design is VERY common in automotive automatic transmissions.

Some are in "capsules" that can be replaced, giving a new checkball and a new seat.
 
Is it common for them to leak and cause shifting problems like slipping, only engaging after shifting in and out of that clutch pack sometimes, and a drop in system pressure when the clutches with suspected leaking flyballs are engaged?

So does it sound like my problem would be stemming from dirty check/flyballs in the clutch packs that were allowing air out of the drain hole?
