Carb Or Governer, Farmall Problems

Got the old M out to rake this week. I am getting some sputtering with a light load. Doesn't sputter at idle. The governer doesn't seem to kick in until i hit a brake at the end of the field. No sputtering then either! I gain a couple mph when I brake to corner, but doesn't seem to help when climbing hills. Is it time to pull the governer apart, or rebuild the carb?

First thing i would check if you have a dist as seems to ve asome of those problems and then finding that the shaft is worn giving eratic spark due to loose bushings on the dist shaft. That will be the first thing i check in the future. These tractors are old and we just dont know where they came from.
