Timing a MT226D diesel

Hi guys, I need to know if anyone can tell me how to time a S4e Mitsubishi engine. It is a 4 cyl diesel in a MT226D tractor. It's a grey market and no books yet for it. It is very slow to rev up rpm's especially under a load. I've changed all filters andit still is kinda slow, if under a load it will bog down and you have to push in the clutch or start dropping the load to regain rpm.
I posted this on some other boards but no one has replied. I need some help here,Please.

I had this problem with a David Brown that I bought at auction some 20 years ago. Someone had put a return spring on the wrong place in the throttle linkage, so that the spring was working against the governor. After studying it awhile I moved the spring and David really woke up.
 
Thanks, I see 2 springs at the pump but I'm not sure if they are in the right place or not. Hope it's something as simple as that. Thanks for the help and info.

"or start dropping the load to regain rpm." If this quote means you can regain rpm by lowering a load that is being carried by the hydraulics (on the 3pt, in the loader bucket, etc.), it sounds to me like the hydraulics are not unloading/neutralizing when they reach the desired height or a pressure relief valve is being overridden. This is not uncommon and is also not due to engine weakness or timing problems. It's just a hydraulic malfunction that needs to be sorted out so that the hydraulic pump isn't continually overworking the engine by popping off a relief valve or trying to keep a load at a certain height. This kind of problem also puts extra heat into the hydraulic fluid so can damage seals, o-rings, etc.
