Belarus 825 Electrical Issue

Belarus 825 will not start. Batteries are charged. Lights and gages all operate. Clutch lockout switch seems to be working. When I take the transmission out of gear, press the clutch, and turn the key there is no reaction. Can anyone assist?

I know what you are going through. I take it you know your way around this tractor and have had it a while.
Do you hear a "click" or "clunk" when you turn the key to start?
That main ground switch back of the seat RH side has given me problems.
That black relay box between the batterys is another source of problems.
If you have good batterys and good connections there, I would guess the problem lies with the ground switch (move it back and forth while turning key) or the relay.
The shift lever must be in high range or low to start, but you probably know that. This is not the "hi/low" in front of the seat.

the black box between the batteries is the 12 volt to 24 volt relay. It has 20 amp fuse links on it that give trouble if the batteries aren't matched close enough.
 
Check the starter safty switch on the gear box by ducking your head under the cab behind the right side step, you can just about reach it, or pull up the floor mat and go through the 'heel' plate. Temporay diagnosis by by-pass, ensure out of gear and fuel control in 'stop' when testing. If diagnosed replace switch
Under the dash panel, left side behind the side panel where the knob for the radiator blind is (where fitted), you will find the starter relays, teporary diagnosis by substituting with the cab heater fan relay. Standard 12v relays available locally. Relays mounted on a steel strap which also acts as ground, check for proper grounding.
The series/parrallel relay between the batteries has 2 80A fusable links, check them but you should hear the starter relays under the dash working. The unit can be dismantled and the contacts dressed, I have had wires inside fail and successfully repaired by soldering in replacements. The unit is not peculiar to Belarus and I have used Western made replacements in the past, also some Jap early Nissan patrols used them

There is a module on the left near the 3 relays that exhibits the following:

Ignition Switch Off:
Purple = Continuity
Orange = 12.5V
Whites = ---
Reds = ---

Ignition Switch On:
Purple = Continuity
Orange = 12.5V
Whites = ---
Reds = ---

Ignition Switch Start:
Purple = Continuity
Orange = 12.5V
Whites = 12.5V
Reds = 12.5V

If I short across the Purple and Orange, the starter engages. Otherwise there is no reaction.

I have done as you suggested and connected to the fan relay (and I also tried the heater relay) but neither worked.

Can you suggest next steps?
