governor bumper spring in super a broke, please help???

My engine has been running away at full throttle, even if i move linkake etc....All linkages free when engine off, but when running they will not move....i took gov off, i found the bumper spring on gov housing ( not the spring with bumper in gov shaft)it was broke and laying in the bottom, this spring rests in the bolt(acorn nut) you can adjust on the bottom of gov housing, will this make the gov run away (motor), what exactly does this piece do?
 
The "acorn" nut on the bottom covers an adjustment screw (flat headed), which your broken spring rests on. The main objective of this screw is to remove surging while at full throttle. Take a look at the bearing on the shaft holding the govener weights. It is probably shot, not keeping enough pressure forward on the assembly. Did you find any ball bearings in the case?
