TO 30 Governor issue?

I recently inherited a 1952 Ferguson TO30 that did not run. After replacing a few broken wires, a dead battery, a coild that was full of water, a set of points, and plugs it now runs. I started it up and let it idle for 30 min...then changed the oil and filter. The problem I have now is that it idles fairly well as soon as I start to increase RPM just a little bit it starts to race on its own to wide open and I shut it down. I cleaned the carb and sediment bowl, no luck. The linkages all look ok and move pretty free. I am assuming I have a governor issue of some type....can anyone help me out? A nice set of close up pics of a similar tractor would be great to see if my tractor has been tinkered with. thanks in advance
 
Sounds like a problem I had on a TO-20 some one brought me to work on. There is a roll pin in the inside of the gov. and if it brakes or falls out will cause that type of problem. Took me forever to find that on that TO-20 and about had me climbing the walls till I figured it out
 
I see the two roll pins behind the timing cover that you are talking about. Is their a way to test/determine if they are broke before I tear the whole front end apart? I am thinking if I disconnect the throttle linkage from the governer arm I should be able to feel resistance in one direction if I twist the arm?? If it is sloppy with no tension than probabaly sheared roll pins??? does that sound reasonable?
